Hi Jeya, do you mean the balance shaft that is located in the front right of the engine or another part?
The balance shaft looks like this and is actually not dynamic, it counter rotates with the crankshaft and the adjustment is for close ( but not too close ) meshing of the teeth with the eccentric shaft to avoid noise and wear on them;

Normally this does not need adjustment but can be checked for correct meshing of the teeth if an obvious rattle is heard in the area near the eccentric adjustment shaft like in this video;

So unless there is a rattling noise heard there is no need to do anything, i have not heard of any cb1100 that needed adjustment in this area.
